*Pakistan Backs MINUSCA’s Role in Consolidating Peace in the Central African Republic*

*United Nations, October 28, 2025:* Pakistan reaffirmed its unwavering commitment to the Central African Republic (CAR) as the country navigates a critical juncture in its political transition, warning the international community that premature disengagement could imperil the fragile gains achieved through years of collective efforts.

Ambassador Usman Jadoon, Deputy Permanent Representative of Pakistan to the United Nations, addressed the UN Security Council on the situation in CAR. He extolled the dedication and resolve of MINUSCA peacekeepers operating in exceptionally challenging conditions and paid homage to the fallen in the line of duty, noting that Pakistan’s 1400-strong contingent continues to serve one of the UN’s most consequential peacekeeping operations.

He referred to progress under the 2019 Political Agreement, welcomed the disarmament and demobilization of armed groups, and asserted that the DDR process must remain nationally led, centrally coordinated, and transparently executed. He maintained that reintegration must be anchored in socio-economic recovery to avert the resurgence of violence and consolidate public trust in state institutions.

Turning to regional security, Ambassador Usman voiced concern at the persistent volatility in the northeastern prefectures, notably in Vakaga, which is exacerbated by the spillover effects of Sudanese conflicts. He advocated for the concerted regional cooperation and strengthened cross-border mechanisms – particularly with Chad and neighboring States – to bolster border governance, mitigate illicit flows, and manage transhumance routes responsibly.

In addressing operational challenges, he characterized MINUSCA as “the cornerstone of stability and the principal guarantor of civilian protection and state authority.” He cautioned that liquidity shortfalls and delayed contributions are constraining the Mission’s mobility and responsiveness. “Mandates must be commensurate with the means provided,” he stressed, and called for predictable resources and enhanced enablers in aviation, logistics, and engineering. He endorsed the Secretary-General’s recommendation for a technical rollover of MINUSCA’s mandate at existing force levels to preserve operational continuity.

Ambassador Usman concluded the statement with a reaffirmation of Pakistan’s steadfast support for CAR, remarking that “the consolidation of peace requires sustained partnership, equitable burden-sharing and national ownership of the political process.”
